Great News! The planning commitee will make a site visit to North Kelvin Meadow and The Children’s Wood and have granted a hearing before a decision is made about the future of North Kelvin Meadow and The Children’s Wood.
We don’t have a date yet for when the site visit will happen, but we’ll let you know as soon as we find out. Everyone who has submitted representations for the applications will receive a notification from the planning authority alerting them to the date and the time of the site visit and hearing.
North Kelvin Meadow and The Children’s Wood is an invaluable community resource which helps to meet many 21st century needs: food poverty, mental and physical health problems, the achievement gap and many more. Let’s keep it as this valuable community resource.
On Tuesday 20th October, 11am, Glasgow City Council’s planning committee will be meeting to discuss and possible determine both our plan’to keep the meadow and wood wild and for the community’ and the New City Vision plan ‘to build 90 residences on North Kelvin Meadow and The Children’s Wood’. We have organised buses to take people to and from George Square (leaving Kelbourne Street at 10:15 and returning to the meadow and wood after the committee meeting – see below for more info) WEAR GREEN and MAKE A PLACARD.
The planning authority has recommended that both applications be granted, subject to meeting certain conditions. It will be up to the planning committee what they decide to do with the recommendations, on Tuesday.
We hope that the planning committee accept the planning officers recommendation to accept our plan to ‘keep the land for the community and wild’. We hope that before any decision is made on the New City Vision plan to build high end housing that the planning committee grant a site visit, this will allow councillors to see the land and how valuable it is to different people and groups. We also hope that the planning committee grant us a hearing before any decision is made on the New City Vision plan. If they do grant us a hearing then the process will be delayed; the planning authority will have to notify almost 1,000 people who made representations to the New City Vision plan.
The planning authority can grant two applications for the same piece of land, however without landowners permission it means nothing, so this would be the next step for us if we are successful with our application. North Kelvin Meadow and The Children’s Wood has become an essential part of the community, helping to meet 21st century educational and community needs like tackling low levels of child-well-being, the achievement gap, food poverty, mental and physical health problems and much more. If we take away the meadow and wood then the impact will be enormous on the wider community. We have plans to do more for the community and build on what we have achieved already and we could do so much more with support from the administration of Glasgow City Council.
Because we will not have an opportunity to speak at the hearing on Tuesday we’re asking people to make placards requesting a site visit and a hearing and to show the level of support and engagement for the land and what happens on it.We will be making placards asking the planning committee to reject the New City Vision plan for posh housing, or at least grant us a site visit and a hearing. We’re asking people to dress in green for the gathering, we’ll meet outside the City Chambers at 10:45. Not everyone will fit into the meeting in the City Chambers so those of us who can’t fit in will stay outside the City Chambers.
Our application is first on the agenda, starting at 11am, we have no idea how long the meeting will take – it could be 10 minutes or an hour. So you may want to be prepared. Buses will take people back to the meadow and wood after the meeting

The Children’s Wood committee
We received an email from Glasgow City Council planning officer Ian Briggs on the 24th of September 2015. The email informs us that both our planning application 15/01223/DC “Use of site as community woodland and park (sui Generis)” and the New City Vision plan 12/00924/DC “Erection of residential development with associated parking, landscaping and vehicular access and demolition of existing structures.” are scheduled to be presented at the Planning Applications Committee on the 20th of October 2015.
The Department’s reports and recommendations are currently being prepared, and will be available on the Friday before the committee meeting, 16th October. This will tell us what the planning officer is recommending i.e. whether they will accept or reject our plan for a community woodland and park, and whether they will accept or reject the developers plans for 90 residences on the land.
We will post more information on here about the timings and we invite you all to George Square on the 20th to show the strength of feeling in the community and beyond for saving the meadow and wood as a community resource. Please keep checking the website for more information.
We were initially told that both the developer’s New City Vision and our own planning application would be considered at the end of July — and since then this continued to slip. As many of you will know, North Kelvin Meadow where we hold the majority of our activities both those for public and for schools, is under threat from council plans to sell the land for development following successful approval of a planning application from New City Vision for high end flats. As a positive step, The Children’s Wood have submitted its own planning application to retain the character and use of the land (more about this here). We were initially told that both the developer’s New City Vision and our own planning application would be considered at the end of July — and since then this continued to slip. Most recently we understood the applications would be considered on the 29th September. We have now learned the date will slip again into October, with no date yet fixed. Many thanks for all the words of encouragement and support in the face of this uncertainty; we will keep updated with dates, and any positive action we can and will take to ensure the value of the land to our local community is understood.
Our petition is working. The Scottish Reporter sent an email to Glasgow City Council asking them to respond to our petition by 5pm on Thursday 6 August 2015. If the Reporter doesn’t receive any comments from GCC by this date then the Reporter will assume that they have nothing further to add. Our objections to the designation of the meadow and wood as housing land have been unreasonably ignored by the planning authority. The Local Development Plan has now gone for review to the Scottish Government with the recommendation to zone as housing. Our voice must now be heard by the Reporter in charge of this review. Please sign and share our petition to show the strength of opinion that the meadow and wood should be zoned as greenspace.
In the Glasgow City Local Development Plan, the Meadow and Wood have been designated as housing supply land, under issue H023. The local community has written numerous objections to this designation, arguing for H023 to be removed and the land designated as green space. The planning authority has responded to these objections, recommending no change to their designation. The summary below explains in brief the case for changing the designation to green space. After that, we argue against the planning authority’s response, demonstrating that the Council has failed to follow its own policy on sports pitches and failed to recognise the changed educational and community use of the Meadow and Wood.
The land in question has always been open space for educational and community use, and it should remain so. Twenty years ago and more, this use was sport-oriented – football, athletics and tennis. Re-purposed by the local community over a 20-year period of council neglect, it is now a wild natural space meeting 21st century educational and community needs: instead of sport, 15 local schools and nurseries within walking distance have been supported by community volunteers to use it to satisfy Curriculum for Excellence outdoor learning directives; multiple weekly volunteer-led activities satisfy Glasgow City Council’s own Play Strategy; and the local community use it as an “outdoor community centre”, growing fresh produce, exercising, and putting on community events. In the 1990s, housing on the site was rejected by the Council’s planners principally on the grounds of insufficient alternative sports facilities in the area. Now, the precedent of that rejection is as valid as ever – no suitable replacement can be offered for this unique, re-purposed, wild space. Far from being “surplus to requirements” as the Council seem to believe, the site is a vital irreplaceable part of educational and community life in this area.
Rebuttal of the planning authority’s argument to retain H023
The planning authority’s argument runs as follows:
1. The site is viewed as constituting red blaes pitches.
2. The 1996 Miller Homes planning application was rejected due to the lack of provision of alternative local sporting facilities to replace the lost amenity, as required by the sports pitch / open space policies in force at the time.
3. In April 2007, the Council’s Executive Committee approved the Sports Pitch Strategy Policy and Implementation Plan.
4. Using this Policy, the cause of the Miller Homes rejection has now been resolved, as follows. In November 2007, “the report” [unnamed and unreferenced] recommended that “the receipt from the sale of the Clouston Street site would be allocated to the upgrading of the existing North Kelvinside pitches” and noted that this decision was made “after consultation and agreement with sportscotland, in compliance with the requirements of Scottish Planning Policy.”
5. The Council view only recent activity on the site as community involvement in its management – referring to “temporary occupation”, and therefore not significant in this determination.
In summary, given that there is now an agreement on providing alternative sporting provision for the loss of the site, the Miller Homes rejection cannot be used in argument against housing on the land.
This is the principal argument made by the planning authority for including the site in the housing land supply for City Plan 3, to which we are objecting. The remainder of their lengthy argument refers to particulars of the current live application by New City Vision to build on the land and is as such irrelevant to issues of site designation in City Plan 3.
Rebuttal of the planning authority’s argument for H023 is as follows:
1. Section 8.5 of Glasgow City Council’s Sports Pitches Strategy (Release of Blaes Pitches) states:
It should be recognised however that sports pitches also act as informal recreational green spaces with value for amenity and informal outdoor use. Any proposals to dispose of sports pitches should be subject to consultation with local communities [our emphasis], and require a determination by Council that these pitch spaces are not required as part of any other open space function [our emphasis].
2. The planning authority claim that consultation took place with sportscotland, but according to the Council’s own policy and strategy, this is insufficient – “consultation with local communities” is required.
3. Nobody in our community can remember such a consultation taking place around 2007. We have asked our councilors to provide evidence of such a consultation, but they have not been able to provide it.
4. We conclude therefore that no such consultation ever took place.
5. Furthermore, according to Section 8.5, the Council is required to determine that the site is “not required as part of any other open space function”.
6. We are unclear how the Council made this determination. The Council view recent activity on the land over the last eight years as “temporary occupation”, perhaps of a semi-formal manner. However, they are clearly unaware that, from when the site was closed as a school sporting area, the local community was using it continually for informal recreation of exactly the kind referred to in the Sports Pitch Strategy. The Inquiry Reporter for the Miller Homes appeal noted in his point 13 that “with an increasing population, the current proposal will remove a valuable community resource. Despite the official view, this site was used regularly by local groups…”.
7. In considering the drafting of City Plan 3, assumably in 2013-14, it would be impossible to consider the site as not being used for “any other open space function.” It was a major venue in the West End Festival. It had won numerous awards. Local schools and nurseries were using the site regularly. Regular events and activities were being hosted by local volunteers. Raised bed allotments were in use. Local citizens used the site for informal recreation.
8. Finally, neither in 2007 nor now, could the site be construed to consist of red blaes pitches. The site was/is grassed over, containing hundreds of trees in many areas sufficiently tall and thick to be referred to as woodland. As such, the refurbishing of the North Kelvinside pitches using the receipt from the sale of this site cannot satisfy the precedent set by the refusal of the Miller Homes application in 1996 – that the local community should be properly compensated for the loss of this open space. Refurbished sports pitches already available to the community cannot be considered as a like-for-like replacement for a unique wild green educational and community space.
On the basis, therefore, of the Council’s failures to exercise its own Sports Pitch Strategy correctly and to recognise the site’s radically altered function for the local community, we call on the Reporter to remove H023 from the local development plan and to redesignate the site on the Glasgow Open Space map as Natural/Semi-natural Green Space or Permanent Green Space.
Wider Concerns with the Planning Authority’s response to our objections to H023
We are surprised that a large proportion of the planning authority’s response justifies the appropriateness of a single planning application live on the site – from New City Vision – and the Council’s intention for building on the site. We understand that the development of a City Plan lays the planning context within which individual applications should be considered. Indeed, the planning authority has rejected a number of our objections to the H023 designation on exactly this basis – that they would be addressed via the planning application process.
On this point, we reject the view that some issues can be left to the planning process. The current density of existing housing in this area can only rise, not fall, and so should be used during the development of a City Plan to determine whether additional housing in this area will have an effect on traffic, local services, pollution, and conservation areas. As noted already, the Inquiry Reporter for the Miller Homes appeal remarked in his point 13 that “with an increasing population, the current proposal will remove a valuable community resource.” That was in 1996. In the last five years, the local population has or will be significantly increased again, with the Queen Margaret Appartments development, the Oban Drive development, building on the old BBC site just off Queen Margaret Drive and the recent planning application on the site of the old North Kelvinside church on Kelbourne Street. No additional community resource provision has come with any of these developments.
The planning authority repeatedly uses the argument that the site has been on the housing land supply list since 1995, when the Council noted the land as surplus to requirements. However, the development of a City Plan should not depend solely on precedent, but, as argued above, on the prevailing needs and wishes of the community and the surrounding area at the time of development.
Additional arguments in the Inquiry Reporter’s rejection of the Miller Homes appeal have been overlooked by the planning authority in their response
· As noted above, the Reporter noted that significant recent building had taken place in the area with no open space compensation. This situation is exactly the same today – with the QM Apartments, the Oban Drive and BBC developments and the proposals in place for the old North Kelvinside church site.
· In his point 14, he notes that the proposed children’s play area should not be viewed as compensation. He writes “Although it is suggested that the proposed children’s play facilities would be available for use by neighbourhood children, that cannot be guaranteed. If the new residents require to maintain the amenity areas, they could resent use by “outsiders” and difficulties could arise.” The Council is still using the argument of a proposed play area as compensation. In a letter from the Chief Execute Annemarie O’Donnell to Patrick O’Grady MP dated 5th June 2015, she writes that “the application currently being considered does include a publically accessibly amenity and informal play area”. The area she notes is tiny and surrounded on all sides by the new development.
PAN 65: Planning and Open Space emphasises that, in preparing Open Space strategies which inform development plans, the open space needs and desires of the local community must be established. It notes that attention should be paid to the aspirations of all communities and interests including children. In the case of this site, the open space desires of the local community have so far been ignored.
Overall, we do not understand the Council’s apparent obsession to build on this site. It has never been built on and has always served local educational and community needs. For 20 years, in the absence of Council management, the local community has worked tirelessly to both maintain the site and find creative ways for it to continue to serve as an educational and community resource. These are not random, temporary efforts. Instead, this is a continuous community engagement, self-funded, resulting in the creation of registered charities and, most recently, the submission of their own planning application in an attempt to end the repeated barrage of action against their wishes.

We believe that North Kelvin Meadow should be preserved as a wild space for future generations. As such we have begun work with a local architect on our own planning application. At the moment it is at a conceptual level seeking approval as ‘planning in principle’, submitted in response to the recent NCV application to show the council there is an alternative. I object to the area referred to as HO23 being designated for Housing.
1. Scottish Planning Policy under Para 153 of SPP indicates that sites such as this which are either identified or can meet an identified need in open space strategy should suffer protection in a development plan. I (we) believe the site contributes to local amenity and biodiversity and therefore qualifies for protection.
2. Under your Main Issues Report, para 2.9,p.9 (i) “the SDP proposed Plan concludes that the private housing supply across the SDP area is more than sufficient to meet demand.” In addition the CDP itself expresses a strong preference for building on brownfield sites over Greenfield sites eg CDP 2 Sustainable Spatial Strategy on page 34 – utilise brownfield over Greenfield, (ii) p53 Meeting Housing Needs again identifying brownfield opportunities and preference and (iii) Under the Glasgow and Clyde Valley SDP (2012) priority to be given to recycling of urban land by using brownfield HO23 is NOT a brownfield site
3.Brownfield sites available as identified by the City Authority – 4058,4493,2696,4176,2982,4401,4128 constituting considerable opportunity for housing if required but disregarded in breach of policy derivatives.
The redesignation of this site has not suffered appropriate consultation and in support of this the following apply:
It’s a Green Place – natural, health, happiness and well-being supports community sustainability. The numerous environmental awards won by the Children’s Wood Project which give profile to our City ‘the Dear Green Place’ appear to count for nothing
Its a Safer Community- formal and informal groups and individuals sharing information and looking out for each other connecting people of all ages and capacities
Its a place for children- children are currently under duress from obesity, diabetes, asthma, stress and other health and mental health issues. The site (the Meadow and Children’s Wood) provides them with a safe play environment in which they can benefit physically, mentally, emotionally and educationally. Some fourteen schools utilise the site providing the ‘state’ with a resource educationalists value and need. This level of use needs to be factored in to the proposal, not doing so dismisses their informed opinion.
The offices of the Children’s Commissioner for Scotland have expressed interest in visiting the site and the work of the Children’s Project.
Housing –there is sufficient private housing available in the area MIR report para 2.9.p9 already referred to with attendant brownfield sites in abundance. In addition the former BBC site can now host 99 units and that in tandem with the redundant Hillhead Primary School, providing another 30plus units, not yet taken up serves notice housing is NOT required.
Recreation– Historically used for recreation, and has always been a place used by children now the land is also used for picnics, events, walking the dog, relaxing, bicycling
Inequality – This is an area of deep inequalitites, the meadow and wood are used by everyone. If this land is built on the people who will suffer will be those who are the poorest. Poor people are 9 times less likely to access greenspaces.
Biodiversity – an important well publicised necessity for the eco balance represented in City Policy finds the site a major contribution. 480 trees, raised vegetable and flower beds, an orchard, allotment, sensory garden, bumble bee habitats.
Educational-14 schools walk to the land for outdoor learning, and deliverthe Curriculum of Excellence and GCC Outside Now! Strategy. Every Monday and Friday schools come to the meadow and wood. There is an outdoor Playgroup run by local parents and a Saturday Forest School Club run by 12 local people. A sensory Garden exists for special needs schools. A study by Glasgow University found that attention in children was best after visiting the meadow/wood, compared to being in the classroom or the school playground.
The Green Network-Not a formal garden, the last large natural wild greenspace jigsawing with the Botanics, the Canal and Ruchill Park all complementing each other but all needed.
Flood protection – prevention of flooding the need to recognise the current issues in the area and the documented need to consider the future within the climate change debate now recognised as an imperative
Nature – the educational and the philosophical need to recognise we all have a duty to exercise care in freeing our environment from pollution. Housing will bring undeniably greater car and vehicle presence which will inevitably increase pollutants – atmospheric – car exhaust emissions, noise – ambient especially problematic at night, visual – car lights, Smell – refuse bins – blue, green, brown and whatever.
Sustainability – the land is a sustainable resource for the community. Local people lead a growing group every Sunday and a Maintenance group every Thursday. This provides food for the community and makes sure the land is cared for. There is an orchard too. Also, local schools can deliver the curriculum without getting in a bus or using public transport, And the land meets the Good Places Better Health for Scottish Children strategy which states that green spaces should be available within easy walking distance of homes.
Conservation – the site is set within the Glasgow Conservation Area although the CDP mapping says it is but not reflected in a schedule.
Delays, no community consultation and Duty of Care, – the order of the day as it applies to the legal requirement to allow the community to formally, not just consider housing planning applications, but consultation by the Authority to consult on a re-designation of a site which has allowed current property developer interest notwithstanding the lack of evidence for such development and the existence of brownfield opportunity.
In conclusion, the essential representation is that there is no case for re -designating this site for private housing. There is sufficient land stock within the brownfield category to meet the City’s needs. The current usage of the site is representative of significant stakeholder investment including that of the City Authority itself as represented by the schools which participate in regular programmes. Why does that critical part of the statutory sector use the Children’s Project Services on site yet is undermined by the the Local Development Plan by this re -designation. It is a contradiction that the City should see the Site as meeting an educational and wellbeing need in that respect or, if it does not it both dismisses and undermines the professional assessment of its senior educational staff. We believe there is a moral imperative here not being addressed and the City’s position does not convey the correct legal and moral attitude to this community and in particular the City’s children.
